Monitoring of the status of civil service personnel of the Republic of Kazakhstan

 

The staff number of civil servants in Kazakhstan as of January 1, 2017 is amounted by 98,705 units.

Staff number of political civil servants in Kazakhstan is 433 units, administrative servants’ number is 98,272 units, of which from Corps A are 519 units, from Corps B are 97,753 units.

In central state bodies, the staff number of civil servants is 52,616 units, of which: 10,059 units are in central apparatuses (political servants’ number is 326 units, in Corps A – 207 units, in Corps B – 9,526 units); in territorial subdivisions there are 42,557 units (in Corps A - 16 units, in Corps B- 42,541 units).

The staff number of civil servants in local executive bodies is 46,089 units (political servants - 107 units, administrative civil servants of Corps A - 296 units, administrative civil servants of Corps B – 45,686 units), including 1,099 staff units in local representative bodies (maslikhats) and 654 units in audit commissions of regions, cities of republican significance and the capital.

In general, as of January 1, 2017, the actual number of civil servants was 92,203 people or 93.4% of the total number of state employees.

Including:

- Political civil servants - 425 people or 98.2% of their staff number;

- Administrative civil servants of Corps A - 485 people or 93.4% of their staff number;

- Administrative civil servants of Corps B – 91,293 people or 93.4% of their staff number.

In central state bodies, the actual number of civil servants is 49,076 people, of which: 9,268 people in the central apparatuses (319 political servants, 179 people from Corps A, 8,770 people from Corps B); in territorial subdivisions there are 39,808 people (from Corps A - 14 people, from Corps B – 39,794 people).

The actual number of civil servants in local executive bodies is 43,127 people (106 political servants; 292 administrative civil servants of Corps A; 42,729 administrative civil servants of Corps B), including 1,036 people in local representative bodies (maslikhats) and 615 people in audit commissions of regions, cities of republican significance and the capital.

The number of women is 51,151 people or 55.5% of the actual number of civil servants, compared to last year the number has increased by 0.5%.

The proportion of women among political civil servants is 10.1%, among administrative civil servants of Corps A is 14.8%, and of Corps B is 55.9%.

The average age of civil servants is 38.7 years, while the average age of political civil servants is 47.5 years, the average age of administrative civil servants of Corps A is 47.3 years, servants of Corps B is 38.6 years.

Numbers of civil servants by age are: up to 23 years – 1,465 people (1.6%); from 23 to 30 years - 22,158 people (24%); from 30 to 40 years – 29,319 people (31.8%); from 40 to 50 Years – 19,964 people (21,7%); 50 years and above - 19297 people (20,9%).

The average length of service in civil service is 10.4 years, while the average length of service of political servants is 17.8 years, the average length of service of administrative civil servants in Corps A is 18.1 years, and of Corps B is 10.3 years.

The civil service experience of 8,339 (9%) civil servants does not exceed 1 year, 6,884 (7.5%) servants is from 1 to 2 years; 6,664 (7.2%) servants is from 2 to 3 years; 8,765 (9.5%) servants is from 3 to 5 years; 7,868 (8.5%) servants is from 5 to 7 years; 8,217 (8.9%) servants is from 7 to 9 years; 7,343 (8%) servants is from 9 to 11 years; 10,563 (11.5%) servants is from 11 to 14 years; 8,186 (8.9%) servants is from 14 to 17 years; 6,013 (6.5%) is from 17 to 20 years; 13,361 people (14.5%) is over 20 years.

The average length of work on occupied position is 3.7 years. For political civil servants it is 3.2 years; for administrative civil servants of Corps A it's 2.9 years; servants of Corps B - 3.7 years.

The work duration on occupied position of 23,403 (25.4%) people is less than 1 year; 18,743 (20.3%) people is from 1 to 2 years; 23,159 (25.1%) people is from 2 to 4 years; 9,436 (10,2%) people is from 4 to 6 years; 5,843 (6,3%) people is from 6 to 8 year; 4,065 (4,4%) people is from 8 to 10 years; 3,163 (3,4%) people is from 10 to 12 years; 2,145 (2.3%) people is from 12 to 15 years; 2,246 (2.4%) people is 15 years and above.

The quality of the civil service is characterized by the following parameters. Out of the total number of civil servants 91.4% or 84304 people are highly educated.

Share of public servants with secondary and secondary vocational education is 8.6% or 7899 people.

636 civil servants or 0.7% of total amount of servants have degrees, of whom 173 people are doctors of Sciences, 27 people are PhDs (by subject) and 439 are candidates of Sciences.

In addition, currently 703 graduates of the Academy of Public Administration under the President of the Republic of Kazakhstan and 494 graduates of the Bolashak program work in civil service.

The turnover of civil servants over the republic is 17,398 people or 17.6% of the staff number of civil servants.

Net turnover (turn to private sector, to organizations of quasi-state sector, to budget organizations, in connection with the resignation, with other reasons of their own volition) is 6,206 people or 6.3%.

In connection with retirement, the turnover is 1,997 people or 11.5% of laid off.
