Information on entering the civil service

On January 1, 2016, the Law of the Republic of Kazakhstan was adopted on November 23, 2015 "On Civil Service of the Republic of Kazakhstan" (hereafter - the Law) came into force.
Upon Article 26 of the Law, citizens, who run for public offices of the corps "B" for the first time or rerun for public offices after the termination of a previous public office, shall take the following selection stages:
  • to take a test determined by the authorized body for civil service affairs;
  • to take a test for the personal qualities assessment and report on its results by the authorized body for civil service affairs;
  • to take part in the open competition for the vacancy of the administrative public office of the corps "B".
By the Order, No. 12, of the authorized body for civil service affairs  dated December 29, 2015, new rules, programs and procedures of taking tests by administrative civil servants, candidates for administrative public offices (hereafter - the Rules) were approved.
According to the Rules, the tests should be designed to examine knowledge of the State language and legislation of the Republic of Kazakhstan for the candidates who wish to take administrative public offices of corps "B" (hereafter – the Testing for knowledge of legislation) consist of three programs.
The first program includes: 9 Laws, allocated time -110 minutes, the pass mark - at least 95 correct answers from the total number of questions (the total number of questions - 135) . The questions are comprised of all regulatory legal acts from which a candidate shall take at least 5 correct answers per each regulatory legal act.
1. The Constitution (15 questions)
2. "On the President of the Republic of Kazakhstan" (15 questions)
3. "On the Government of the Republic of Kazakhstan" (15 questions)
4. "On the Civil Service of the Republic of Kazakhstan" (15 questions)
5. "On Anti-Corruption" (15 questions)
6. "On Administrative Procedures" (15 questions)
7. "On Legal Acts" (15 questions)
8. "On the procedure for considering applications from individuals and legal entities" (15 questions)
9. "On Government Services" (15 questions)
The second program consists of: 8 laws, allocated time -100 minutes, the pass mark - at least 72 correct answers from the total number of questions (120 questions).The questions are comprised of all regulatory legal acts from which a candidate shall take at least 5 correct answers per each regulatory legal act.

2. "On the President of the Republic of Kazakhstan" (15 questions)
3. "On the Civil Service of the Republic of Kazakhstan" (15 questions)
4. "On Anti- Corruption" (15 questions)
5. "On Administrative Procedures" (15 questions)
6. "On the Order of consideration of applications of individuals and legal entities" (15 questions)
7. "On Government Services" (15 questions)
8. "On Local Public Administration and Self-Governance in the Republic of Kazakhstan" (15 questions)
The third program consists of: 6 laws, allocated time -100 minutes, the pass mark - at least 45 correct answers from the total number of questions (90 questions). The questions are comprised of all regulatory legal acts from which a candidate shall take at least 5 correct answers per each regulatory legal act.

3. "On Anti- Corruption" (15 questions)
4. "On Local Public Administration and Self-Governance in the Republic of Kazakhstan" (15 questions)
5. "On the Order of consideration of applications of individuals and legal entities" (15 questions)
6. "On Government Services" (15 questions).
The candidates who pass the test getting the pass mark are allowed to take the automated personal qualities assessment PQA test. The allocated time to take this test is 20 minutes.
The automated personal qualities assessment test is designed to reveal the following personal qualities of the candidates: initiativity, communication skills, analytical skills, self-discipline, ethics, commitment to quality; commitment to consumers; zero tolerance to corruption.
The candidate who passes the tests for knowledge of legislation get a certificate on passing the test, and, based on the results of the PQA test they get a PQ report. These documents are valid for one year. In addition, they are obligatory documents to take part in the third stage - a general competition for the vacancy announced by a government body. In this competition the candidates are interviewed.
